VODA served as a site planning and placemaking consultant for Hill & Co to develop a development plan for Mariner’s Wharf, a new multi-use village in Blaine, Washington. 

The development looked to reuse several key acres of under-utilized land directly adjacent to Drayton Harbor, linking the marina to Blaine’s historic downtown.

VODA’s scope of work included the development of a pro-forma and project manual for distribution to potential investors in the project, as well as for presentation to the Blaine City Council. 

The project manual included demographic and economic study information, as well as proposed site plans, renderings and architectural information.
